Carrier Services

So, I understand that many people are undergoing the same issue, but I would REALLY like a fix to this ongoing problem I've had since the last update. Whenever I open my messages app, I keep getting warnings that messages aren't going to work properly unless I update this app. Oddly, when I check there is no clear update available. It's aggravating because it sometimes prevents me from texting for certain periods of time, even when I have excellent Internet. Please resolve this irritating issue.

Ever since I woke up today, my phone's been sending these notifications urging me to update Google play services, or else a handful of vital apps/services won't run! So, I go to Google play services on the Play store and uninstall it to reinstall it back to update! The notifications persisted despite me updating it. Second time! Errors showed up unable to install it back. At some point, the app did reinstall! But guess what? These notifications still show up as I'm typing this...

RCS Messages. It's crazy I have to add more apps and download all this stuff in efforts to fix what you guys keep breaking. I really do not understand how the RCS ability keeps coming and going from my phone and I am not changing anything and the phone says it's the Carrier who disabled the feature. But the Carrier is acting clueless on how to fix this problem.
